Since a large part of humanity would ultimately need to be involved in creating the KESTS to GEO, the solar electric powerplants in GEO, the total recycling plants in GEO, the GEO high spaceports, and the habitat ring of space settlements in GEO including their complete living systems and social structures, the intellectual, emotional, physical, and even spiritual competancy of people need to be significantly improved to match the myriad tasks. No person to be wasted, it is such an immense project. Therefore ways to enable people to raise their competancy on all levels, and live with a higher standard of wellbeing, need be created early in the project, and developed on a continual basis to match the findings.

The existing worldwide educational system, as it is, needs to be integrated with the internet, computer technology, and leading edge research in mental improvement technology. Perhaps this can take the early form of an educational workstation human interface, preferably linked through the internet via fiber optics communication links, that brings as much of the person online as possible. Teaching as much as possible via pre-programmed teaching systems, teaching the individual what he/she needs to know to do the upcoming tasks as formatted to start with the competancy of the person at the moment.
